The Injured Bikers Foundation (IBF) is guided by a 9-member Board of Directors, each of whom has dedicated a significant portion of their lives to supporting and uplifting the motorcycle community. Representing every corner of Pennsylvania—from Philadelphia to Erie—these individuals bring together diverse experiences and a shared passion for riders.
The organization was founded by Richard Freeburn, Esq., whose vision and commitment to injured bikers laid the foundation for the IBF’s mission and impact.

Duane R Eagan is a dedicated public servant, passionate advocate, and seasoned outdoorsman. Born in 1961 in Vernon, Texas, Duane has made Pittsburgh, Pennsylvania, his home. He is the husband of Tracy, father of 3 daughters and the grandfather of 4.
Duane's education was laid at Jefferson Davis H.S. in Montgomery, Alabama where he graduated in 1980. After serving his country in the United States Navy, Duane transitioned to a career in public service, currently working for the City of Pittsburgh, Department of Public Safety.
Beyond his professional pursuits, Duane is deeply committed to promoting motorcycle awareness and rights. As the President of the Injured Bikers Foundation, he works tirelessly to support injured motorcyclists and their families. Additionally, Duane served as President of the Allegheny County Chapter-23 of A.B.A.T.E. of PA, a non-profit organization dedicated to promoting motorcycle safety and awareness. Duane also served in the position of District 3 Senior Representative of A.B.A.T.E. of Pa. Duane's passion for motorcycling extends beyond advocacy. He is an avid rider and served as the Assistant Director of Pittsburgh H.O.G. Chapter #2224. When not riding, Duane enjoys exploring the great outdoors through various activities, including hunting, fishing, and visiting shooting ranges. Throughout his life, Duane has demonstrated a strong sense of duty, compassion, and community spirit. His dedication to public service, motorcycle advocacy, and outdoor pursuits has earned him a reputation as a respected leader and passionate advocate.

Eric Mershimer was born in 1966 in Slippery Rock, Butler County, Pennsylvania, where he grew up. At 18, he joined the Army as a wire systems installer and served at Fort Bragg, NC, with the 82nd Airborne Division. After his service, he joined ABATE of PA in 1989, was elected Chapter Coordinator in 2009, and later became State Coordinator in 2022, a role he still holds today.
Eric has been riding motorcycles since the age of 10, with a strong passion for Triumph bikes. He has organized countless benefit rides and events, always willing to help anyone in need. Outside of riding, he serves as a trustee at his local church, works as a lineman during the day, and takes on electrician work in the afternoons and weekends Married to Teena for 32 years, Eric is the proud father of three children, one of whom is carrying on his legacy as a chapter officer.

I have been involved with the motorcycling community since I was 16 years old. Most of that time I have been an officer, in one capacity or another. One of my favorite offices is Road Captain of which I have led well over a hundred rides or so. My current career is Chief Estimator for a commercial construction company. These experiences give me a unique perspective on what can go wrong. As the Executive Director- Secretary, I find myself in a very rewarding position, fulfilling my abilities to help those in need. Even though you may come to us with a dire necessity, we are the group of like minded motorcyclists who will go above and beyond to fulfill your needs.

Received my M endorsement in 1969.

Have been the PA MRF Rep for over 10 years.
Served one term and executive board of the MRF.

I’ve been on two wheels since I was ten years old, and I’ve been riding on the road since I turned sixteen. Motorcycling has been a huge part of my life ever since.
I’ve been involved with ABATE of PA for 16 years, where I’ve had the chance to serve as Membership Officer, Legislative Coordinator, Junior District Rep, and Senior District Rep. I’m also proud to serve on the state board as Assistant Webmaster.
In 2016, I helped start the Kinzua Chapter as one of the founding members. Riding isn’t just a hobby for me and being part of the motorcycle community has given me purpose.

Zeke Cohenour is a native of Huntingdon County Pennsylvania. He was raised on a small farm outside of Mill Creek Pennsylvania. His parents instilled in him the importance of faith, hard work and a love of service to others. He resides outside of Calvin, Pa with his wife. Zeke is a 1992 graduate of Calvary Christian Academy in Huntingdon Pennsylvania. Zeke is a production Supervisor for National Oilwell Varco, Fiberglass Systems Division. Previously he was a truck driver in the road construction industry. Beyond his professional pursuits, Zeke is active in his local church, where he has filled the role of deacon for several years, He is a past grand master at Mt. Hor lodge number 736, independent order of odd fellows. He is also a past grand monarch of the ancient mystic order of Samaritans, centaur number 259. Zeke is an avid motorcyclist. He has completed the Long Road Gypsy ride multiple times and has traveled much of this country on his motorcycle; led multiple charity rides and has held multiple officer positions within ABATE of Pa. he is also a member of the Motorcycle Riders Foundation and the American Motorcyclist Association. Zeke has a fondness for making connections with motorcyclists of all types on his travels. When not riding, he enjoys Dirt Track Racing, camping with his wife, and spending time with friends and family.

My name is Scott Minich one of the Board of Directors for Injured Bikers Foundation. I have been in A.B.A.T.E of PA for over 25 years. I have held many positions in the organization from chapter to district to state level. I believe being a part of IBF was a natural fit for me to continue to help the biker community.
